Russia Internet Data Retention Law

Russia has a new conservation law of Internet data - and it is restrictive. The law was promulgated on 1 September and, as explained in an article in the Guardian, forcing companies to store data on Russian citizens on Russian soil. The law is, for the moment at least, for businesses in Russia who currently store their data outside of the country.

Although the law is currently focused on the domestic market, it certainly has the potential to affect international businesses, including technology giants like Facebook and Google. These companies could be invited to move data for Russian users the servers inside of Russia, a provision that includes notification of monitoring the Russian Internet (Roskomnadzor) on their site. The implications for data protection are enormous and could also force companies to communicate with Russia on data storage and other practices.

At this stage, there are still many uncertainties as to the scope of the law and discipline, it will be implemented. Regardless, the laws seem to be a way for Russia to get more control over the Internet and perform mass surveillance. This is hardly the first time that Russia has imposed censorship. Russia fought against the use of HTTPS and recently blocked Wikipedia, and government officials have been told not to use services like WhatsApp and Google. The Russian president also said previously that the Internet is a "CIA project" and wants more access to Russian data, but it does not mean that foreign governments (the US in particular) have the same access.

It is also about in terms of scope and potential impact outside the borders of Russia.
